THE CONSTITUTION OF THE EASTERN EUROPEAN CLUB |КОНСТИТУЦИЯ ВОСТОЧНО-ЕВРОПЕЙСКОГО КЛУБА

ARTICLE I: NAME The name of this organization shall be the Eastern European Club.

ARTICLE II: PURPOSE

Section 1. The purpose of the Eastern European Club is to celebrate Eastern European culture and language. We strive to educate students, faculty, and members of the community about the position of the various Eastern European in our global society, and thus about the importance and applicability of the numerous cultures that reside in Eastern Europe at Gustavus Adolphus College. We seek to create a constructive and fun environment in which members of the Gustavus community are connected to Eastern Europe through active participation in Eastern European culture.

ARTICLE III: MISSION STATEMENTS Section 1. The Eastern European Club will work towards the education of the Gustavus community about Eastern Europe. Section 2. The Eastern European Club will engage members and the larger community in active participation in the languages and cultures of Eastern Europe. Section 3. Eastern European Club will create an environment in which Eastern European culture can be experienced and celebrated, as well as a safe environment where people of all beliefs can gather and participate. Section 4. Eastern European Club will work to promote the languages and cultures of Eastern Europe on campus as well as in the larger community of St. Peter.

ARTICLE IV: MEMBERSHIP Section 1: Membership in this organization is open to all members of the Gustavus community who wish to experience and participate in the languages and cultures of Eastern Europe. Section 2: The following categories of membership exist in the Eastern European Club Executive board: Co-presidents, Treasurer Advisory board: Advisor Members: Everyone involved in the Eastern European Club All categories of membership receive equal treatment Section 3: Members are accepted continually throughout the year as long as they attend at least one Eastern European Club meeting a semester.

ARTICLE V: OFFICERS Section 1: The following officer positions shall exist in the Eastern European Club: Two co-presidents, Treasurer. All officers must be full-time students in good standing enrolled at Gustavus Adolphus College and enrolled in courses offered for the Russian & Eastern European Studies (REES) Major. Section 2: The duties of each office are described as follows: A. Co-Presidents 1. To organize and preside over meetings and events 2. To function as a spokespeople for the Eastern European Club 3. To facilitate communication between executive board members 4. To work with the advisor and other executive board members to create yearly goals for the organization 5. To send out reminder e-mails about events B. Treasurer 1. To maintain the finances of the Eastern European Club and keep accurate records of all financial matters 2. To coordinate fundraising efforts 3. To develop annual financial goals Section 3: Candidates will be nominated and elected by members of the Eastern European Club. The Advisor and the previous year's Executive Board will coordinate the nominations and the elections, and will assure that each nomination and election is fair. They will also affirm the ability of the elected official to properly and effectively do the assigned duties.

ARTICLE VI: MEETINGS Section 1: Meetings will be held once a month in the Phi Beta Kappa room during Russian Tea. There will be educational speeches at the teas for the benefit of the attending members, as well as discussion of future events. Primarily, the meetings are a cultural experience centered on the celebration of Russian teatime. Section 2: Issues are put forth by members and deliberated upon in person or via e-mail. The final decision will be made by Executive Board and the Advisor with participation by members of the Eastern European Club. Section 3: The Executive Board or Advisor has the capability of calling special meetings for important matters that require discussion and decision.

ARTICLE VII: EXECUTIVE BOARD Section 1: The Executive Board shall be comprised of two co-presidents and a treasurer. Section 2: The executive board shall meet monthly to discuss the fulfillment of goals as defined in the Mission Statement through events and meetings on and off campus as well as organize future events.

ARTICLE VIII: FINANCES Section 1: Funds of the organization shall be acquired through working with Student Senate and the Russian and Eastern European Studies Department, as well as other willing academic departments at Gustavus. Section 2: Upon dissolution of the Eastern European Club, any financial assets will be credited to the Russian and Eastern European Studies Department.

ARTICLE IX: BY-LAWS Section 1: By-laws may be established by club members and the club Advisor and reviewed each September. Any member or members in good standing can propose the by-laws, which must be prepared in writing and submitted to the Executive Board prior to the monthly meeting. At the meeting, the member or members who submitted the by-law must present the by-law and then voting will take place. Section 2: In the case of opposition to the by-law, a debate may occur at the meeting, to be presided over by the Executive Board and the Advisor. The vote will then occur. Section 3: In the case of serious opposition, both the presentation and the vote will be held off for a month, in which time the opposition may formulate an opposing argument and presentation. The member or members promoting the by-law and the opposition will give presentations and the vote will take place at the next meeting. Section 3: All members in good standing are eligible to vote, but must be present at the meeting to do so. A majority vote is needed to allow the by-law to pass. In the case of a tie, the Executive Board, being three members, will hold a separate vote at the meeting to break the tie. The Advisor may participate in the popular vote and will preside over the tie-breaking vote.

ARTICLE X: AMENDMENTS Section 1: All members of the Eastern European Club that are in good standing may propose amendments. The proposed amendments will be reviewed by the Executive Board and submitted to members in writing at least one week before voting is to take place. Voting will take place at the monthly Eastern European Club meetings. Section 2: All members in good standing are eligible to vote, but must be present at the meeting to do so. A two-thirds majority is needed to allow the amendment to pass. Section 3: In the case of opposition to the amendment, a debate may occur at the meeting, to be presided over by the Executive Board and the Advisor. The vote will then occur. Section 4: In the case of serious opposition, both the presentation and the vote will be held off for a month, in which time the opposition may formulate an opposing argument and presentation. The member or members promoting the amendment and the opposition will give presentations and the vote will take place at the next meeting. Section 3: If amendments are passed, they take effect at the end of the meeting during which they are passed. Date of Ratification: September 18, 2022
