The purpose of this club shall be to promote the principles of the Republican Party among the students Gustavus Adolphus College, to adapt and maintain the image and perception of Republicans, to increase the membership in the club and in the Republican Party, to provide a forum for discussion and growth of the Republican party, to foster political involvement and debate on campus, to provide services to the Republican Party at all levels, to aid in the election of Republican candidates at all levels of government, to develop strong leadership abilities and political skills among Republican students as preparation for future service to the Republican Party, to the state of Minnesota and to the United States of America.

Gustavus Adolphus College - College Republicans Constitution ARTICLE I Name The name of this organization shall be the Gustavus Adolphus College - College Republicans, hereinafter referred to in this document as “the club.” ARTICLE II Purpose The purpose of this club shall be to promote the principles of the Republican Party among the students Gustavus Adolphus College, to adapt and maintain the image and perception of Republicans, to increase the membership in the club and in the Republican Party, to provide a forum for discussion and growth of the Republican party, to foster political involvement and debate on campus, to provide services to the Republican Party at all levels, to aid in the election of Republican candidates at all levels of government, to develop strong leadership abilities and political skills among Republican students as preparation for future service to the Republican Party, to the state of Minnesota and to the United States of America. ARTICLE III Elected Officers Section 1. The elected officers of the club, which shall serve as the Executive Board, shall be President, Vice President, Secretary, Treasurer, Public Relations, and Technology Coordinator. Section 2. The President shall preside over meetings of the club and all meetings of club officers; shall be a member on all standing and temporary committees; shall plan the activities of the club; and shall represent the club in official capacity. Section 3. The Vice President shall preside in the absence of the President and shall carry out responsibilities as assigned by the President. Section 4. The Secretary shall take and prepare minutes of all regular club meetings; shall prepare updated leadership changes with school and home addresses and phone numbers for the proper representatives of the Minnesota College Republicans. Section 5. The Treasurer shall make financial reports at all regular club meetings; shall coordinate fund-raising activities; shall prepare a club budget for the next academic semester; shall ensure compliance with all governmental laws and regulations governing club finances; shall receive and distribute Club funds upon authorization of the President. Section 6. The Public Relations officer(s) shall work to make the campus aware of the club’s events, initiatives, and meetings. Section 7. The Technology Coordinator shall work to keep the club’s website up-to-date and to resolve technological difficulties the club may face. ARTICLE IV Election of Officers Section 1. The nominations for each office shall occur in a duly called meeting at least two weeks in advance of the last regular business meeting of the club during the spring semester of each academic year. Section 2. Once nominations have been made and the floor closed to nominations, the Secretary will send a list of nominations to all Club members no later than 7 days before the election date. Section 3. Nominations for candidates for club officers' positions may be made from the floor by any club member in good standing as determined by the Executive Committee. Section 4. Election of officers shall be held on the last business meeting of the fall semester of each academic year. Section 5. Officers shall be elected by a majority vote of those registered club members present and in good standing with the club as determined by the Executive Committee. No proxy votes shall be allowed. The election shall be by secret ballot collected and counted by the Secretary, except in the case where the Secretary shall be a nominee for the position. In such cases, the ballots shall be collected and counted by the highest-ranking officer not a nominee for the position. Section 6. In the event of a tie, a recast of ballots shall then take place. Section 7. Any candidate can appeal a decision at the time of announcement and a vocal count of ballots cast before the membership shall be in order. This decision is final based on the recount of ballots. Section 8. Vacancies occurring among the officers shall be filled, by Executive Committee appointment, at the next regular meeting after the vacancy occurs, provided, however, that the should the position of President become vacant, the Vice President shall become President. If the Executive Committee unanimously votes to do so, any vacancy, including President, shall be filled by a mid-term election held in the most expedient manner possible. ARTICLE V Executive Committee Guidelines Section 1. The Executive Committee shall meet on a regular basis outside of meetings of the full club. These meetings may be called by the President, at least three days in advance of the meeting date. Section 2. The guidelines for the Executive Committee in determining the requirements for good membership standing shall be: A. They must be within the school requirements outlined in the Student Handbook. 1. The attendance requirement shall be not less than 25% of all duly called club meetings and not greater than 50% of all duly called club meetings. 2. A membership form from either the College Republican National Committee or the Minnesota College Republicans or a form of Executive Committee choice. 3. These requirements must be stated by the President at the first duly called meeting of each semester and cannot be changed until the first duly called meeting of the next semester. ARTICLE VI Regular Meetings Section 1. The club shall hold regular meetings not less than once a month during the spring or fall academic semesters. Section 2. Meetings shall be held at the call of the President or any of the three Executive Committee members, or upon the written and signed request of one quarter of club members in good standing, or by a majority vote of the members present at a duly called meeting. Notice of a regular meeting shall be given to all club members in the most complete manner practicable not less than three days prior to the meeting. Section 3. A quorum for regular meetings shall be 25% of members in good standing as determined by the Executive Committee. ARTICLE VII Impeachment of Elected Officers Section 1. Any member in good standing with the club may bring to the floor of any duly called club meeting a call for the impeachment of any elected officer. Section 2. Any elected officer may be impeached for failure to perform his prescribed duties properly and in good faith standing, after being notified about the impeachment in writing at least one week prior to the meeting at which the impeachment will be considered. Any candidate for impeachment shall be given an opportunity to address the club prior to a vote. Upon a two-thirds vote of the entire membership in good standing, as determined by the Executive Committee, an officer shall be removed from his position. This vote shall be in the form of signatures obtained by the Secretary, with a second party witness from the Executive Committee within two weeks of the call for impeachment. If the Secretary is a candidate for impeachment, the vote shall be presided over by the highest-ranking member of the Executive Committee not a candidate for impeachment. The position shall remain vacant until the next regular meeting when an election will be held to fill the position. The removed officer may seek election to fill the vacancy, as may another club member in good standing. ARTICLE VIII Resolutions and Amendments Section 1. Any member in good standing may bring forth a statement of some conviction that he/she feels the club should share. The resolution will be adopted by a simple majority of the members present and in good standing at a regular business meeting. These resolutions are to be kept in the permanent club files maintained by the Secretary. Section 2. All members in good standing may propose an amendment to this constitution by presenting it to the President at least two weeks before the member intends to bring it to the floor. The President will bring the amendment to the floor and debate will begin with the Vice-President being the moderator of the debate according to the newest edition of Robert's Rules of Order. An amendment shall be adopted upon an affirmative vote by two-thirds of the entire membership in good standing, done by signature as described by Article VII, Section 2 of this constitution. Upon passage the Secretary shall make the proper correction to the Constitution. Only a two-thirds vote of the entire membership in good standing nullifies this constitution. Bylaws of the Gustavus Adolphus College College Republicans Section 1: Membership To be considered a full member a person must be a registered member of the College Republicans, not merely attendance at meetings, but also be on the e-mail list. To be considered a member in good standing, attendance at three-forth of the club’s yearly meetings is required. Section II: Absences Attendance shall be taken at every meeting to keep a record of members in good standing. Officers shall notify the President or Vice-President if they are to be absent from the meeting. Section III: Financial Responsibility The club’s members shall partake in fundraising opportunities as well as requesting money from Senate in order to be able to hold events. Section IV: Amendment These bylaws may be amended by a majority vote of all members in good standing at any regularly scheduled meeting. An amendment shall go into effect immediately, unless otherwise stipulated.
