Constitution of Gustavus Adolphus College Student Veterans Organization Preamble We, the members of Gustavus Adolphus College Student Veterans Organization do hereby establish this Constitution in order that our purpose be realized to its fullest extent. Article I - Name The name of the organization shall be Gustavus Adolphus College Student Veterans Organization, henceforth referred to as Gustavus Adolphus College Student Veterans and/or SVA and/or SVO. Article II - Purpose Gustavus Adolphus College Student Veterans Organization is established for the expressed purpose of ensuring the seamless transition of veterans from military to civilian life by providing camaraderie and other support services while providing community and veterans services to the local area. Gustavus Adolphus College Student Veterans Organization understands and is committed to fulfilling its responsibilities of abiding by Gustavus Adolphus College policies. Article III - Membership Regular active membership shall be limited to those United States Armed Forces veterans officially connected to Gustavus Adolphus College as faculty, staff or registered students. Students enrolled in the spring semester as well as students enrolled in summer school are eligible for summer membership. Auxiliary membership shall be limited to those dependents of United States Armed Forces members, as well as those supporters of the United States Armed Forces, its members and veterans, and local and national Student Veterans of America organizations. In addition, the following requirements are necessary to constitute active or auxiliary membership: Attendance of at least 75% of all meetings during a given semester. Active participation in all activities sponsored by Gustavus Adolphus College Student Veterans unless the activity interferes with either scholastic, financial, or school-sanctioned athletic constraints. Article IV - Officers Gustavus Adolphus College Student Veterans shall be governed by the following means: An elected President (or other designated officer) shall preside at all meetings of Gustavus Adolphus College Student Veterans Organization. The President shall maintain the power to appoint all committee chairpersons, shall present all motions to the body present and shall be present at 90% of the meetings of Gustavus Adolphus College Student Veterans Organization. Gustavus Adolphus College Student Veterans Organization shall also maintain a Vice President. The Vice President's duties shall be to preside at all meetings and functions that the President cannot attend. Club members shall also elect a Treasurer who shall maintain record of all financial accounts and matters, and a Secretary who shall keep record of all new memberships, rule observances at stated meetings, protocol, group notifications, etc. The role and duties of the faculty/staff advisor shall include attending meetings, providing counsel to the organization's officers, etc. Auxiliary members shall be ineligible to hold the position of President. Auxiliary members shall be ineligible for election to officer positions during their first year of club membership, but shall after their second year of continual membership be eligible for election thereto. Article V - Operations 1. Voting Eligibility Those members meeting all requirements of regular active membership or auxiliary membership as set forth in Article III shall be granted voting privileges. 2. Election Process All officers shall be elected by a majority vote of eligible voting members of Gustavus Adolphus College Student Veterans. All elections shall be held on an annual basis during the month of September. The President shall take nominations from the floor, the nomination process must be closed and the movement seconded. The nominated parties shall be allowed to vote. All voting shall be done by secret ballot to be collected and tabulated by the Secretary and one voting member of Gustavus Adolphus College Student Veterans Organization appointed by the outgoing President. 3. Removal Any officer of Gustavus Adolphus College Student Veterans in violation of the Organization's purpose or constitution may be removed from office by the following process: a. A written request by at least three regular active members of the Organization. b. Written notification to the officer of the request, asking the officer to be present at the next meeting and prepared to speak. c. A two-thirds (2/3) majority vote is necessary to remove the officer. Auxiliary members shall be ineligible to vote to remove the Organization's President. 4. Meetings All meetings shall occur on a bi-weekly basis or other regular basis at a time selected by Gustavus Adolphus College Student Veterans Organization, and shall follow the procedure set forth below: • Attendance • Report by the President • Committee reports • Vote on all committee motions and decisions • Any other business put forward by the members of the club • Good of the club • Dismissal by the President Article VI - Finances Gustavus Adolphus College Student Veterans Organization shall finance the activities in which it engages by the following means: Gustavus Adolphus College Student Veterans shall submit a budget to the Gustavus Adolphus College Student Senate on an as-needed and/or annual basis and request funding appropriate for the effective operation of the organization throughout the academic year. Gustavus Adolphus College Student Veterans Organization shall additionally submit requests for chapter grants to the Student Veterans of America National Executive Council on an as-needed basis. These requests shall be submitted in accordance with Student Veterans of America fall and spring semester guidelines. Article VII - Amendments The constitution is binding to all members of Gustavus Adolphus College Student Veterans Organization. This constitution is not binding unto itself. Amendments to the constitution may be proposed in writing by any regular active member of Gustavus Adolphus College Student Veterans Organization at any meeting at which 2/3 of the voting members are present. These amendments shall be placed on the agenda for the next regular meeting of the Organization. Proposed amendments shall become effective following approval of two-thirds (2/3)-majority vote of active members. Article VIII - Registration Renewals Gustavus Adolphus College Student Veterans Organization shall apply to the Gustavus Adolphus College Student Activities Office for registration on an annual basis as directed by the latter organization. Gustavus Adolphus College Student Veterans shall also apply to the national Student Veterans of America organization for registration on an annual basis as required by the latter organization.
