KGSM Radio is a non-profit college internet radio station affiliated with Gustavus Adolphus College and its surrounding local community. We seek to enhance the Gustavus Adolphus community by offering diverse, educational, inspirational, and musical programming that reflects Gustavus’ desire to cultivate an outstanding level of student media outreach. We provide the opportunity for students to voice their opinions, express themselves creatively, and experience an exciting and under-utilized branch of media.

CONSTITUTION OF KGSM – GUSTAVUS STUDENT RADIO ARTICLE I: NAME The name of this organization shall be KGSM – Gustavus Student Radio. ARTICLE II: MISSION STATEMENT KGSM Radio is a non-profit college Internet radio station affiliated with Gustavus Adolphus College and its surrounding local community. We seek to enhance the Gustavus Adolphus community by offering diverse, educational, inspirational, and musical programming that reflects Gustavus’ desire to cultivate an outstanding level of student media outreach. We provide the opportunity for students to voice their opinions, express themselves creatively, and experience an exciting and under-utilized branch of media. ARTICLE III: MEMBERSHIP Section 1: Membership in this organization is open to all Gustavus students who are interested in expressing themselves through the medium of Internet radio, who love music and/or topical discussion, and who support the belief that providing the Gustavus student body with completely student-driven entertainment media is an essential part of campus life. Section 2: The following categories of membership exist in KGSM: Staff (who may also be DJs themselves) Members (who design and host their own weekly radio shows) All categories of membership receive equal treatment except that Staff members have more duties than just hosting a radio show. Section 3: Members are accepted at the beginning of each semester after the submission of a radio show application. ARTICLE IV: OFFICERS Section 1: The following officer positions shall exist in KGSM: General Manager (President), Assistant Manager (Vice President), Systems Administrator, Secretary, Treasurer, Promotions Manager, Programming Director, and Music Director. All officers must be full-time students in good standing enrolled at Gustavus Adolphus College. The only positions that have additional requirements that must be met are the General Manager and the Systems Administrator. The General Manager must have been a member of the organization for at least one year before becoming General Manager and must have worked closely with the preceding General Manager for the duration of that year. The Systems Administrator must have some knowledge of the station's recording and broadcast equipment and software, and must also have worked with the previous Systems Administrator to learn the full extent of demands of the position. If no qualified parties are interested, this requirement may be waived with the majority agreement of the membership present. Section 2: The duties of each office are described as follows: A. General Manager 1. To organize and preside over meetings 2. To function as a spokesperson for the radio station 3. To facilitate communication between staff members 4. To work with the advisor and other staff members to create yearly goals for the organization 5. To facilitate biweekly Staff meetings B. Assistant Manager 1. To preside over meetings in the absence of the General Manager 2. To exercise all the functions of the office of the General Manager in the absence of the General Manager 3. To assist the General Manager in the planning and organization of events 4. To assist in the development of yearly organizational goals 5. To attend biweekly Staff meetings C. Secretary 1. To keep a written record of what happened at all KGSM general meetings and Staff meetings 2. To keep station members informed of upcoming meetings and events 3. To assist in the development of yearly organization goals 4. To attend biweekly Staff meetings D. Treasurer 1. To maintain the finances of KGSM and keep accurate records of all financial matters 2. To coordinate other fund raising efforts 3. To assist in the development of yearly organizational goals 4. To attend biweekly Staff meetings E. Promotions Manager 1. To be responsible for recruitment of new members including coordinating the tables at Student Organization Fairs 2. To promote and publicize all KGSM events 3. To assist in the development of yearly organizational goals 4. To attend biweekly Staff meetings F. Systems Administrator 1. To program and maintain all broadcast and recording studio software 2. To make sure that all studio equipment remains in working order and fixes it when something goes wrong 3. To assist in the development of yearly organizational goals 4. To attend biweekly Staff meetings G. Programming Director 1. To organize the weekly broadcast schedule. 2. To maintain the accountability of all members of the organization to ensure that weekly programming goes smoothly. 3. To assist in the development of yearly organizational goals 4. To attend biweekly Staff meetings H. Music Director 1. To organize and maintain the radio station's music collection 2. To catalogue all incoming music from the College Music Journal, donations, etc. 3. To assist in the development of yearly organizational goals 4. To attend biweekly Staff meetings Section 3: Candidates for office must be nominated from the membership of KGSM during the Spring semester. They then must submit a written statement of intent to show their commitment to the organization and discuss what they hope to accomplish if they receive an office. This will be distributed to all members of the organization along with the voting date (approximately the mid to end of April). All members present on the day of voting who have maintained their radio show, attended general meetings, and who have participated in station fundraising will be eligible to vote. Candidates will be elected into office if they receive a majority vote. Section 4: The term of office begins at the beginning of June, with the month of May serving as a transition month between old and new officers. The term of office shall last for one calendar year. Any vacancies during the year shall be announced to the membership at the meeting following the vacancy. Nominations shall be taken and voting shall occur at the meeting. If no one is nominated, the President can appoint a member to that position. Section 5: KGSM, by a two-thirds (2/3) vote of all members present, may remove on good cause, a staff member from office. A request for removal from office will be brought to the KGSM Advisor or General Manager who will then bring the request before the membership at the next scheduled meeting. ARTICLE V: MEETINGS Section 1: General meetings will be held a minimum of once a month during the academic year. The Staff will meet every other week to set meeting dates and discuss current issues, events, etc. happening in the organization. The Secretary is responsible for taking meeting minutes. The General Manager will set the agenda for the meetings and inform other members of meetings with input from all members and Staff members. Section 2: Decisions are made by a general consensus among organization members. A majority shall allow a vote to pass. Section 3: The General Manager or Advisor has the capability of calling special meetings for any matters they feel cannot wait until the next regularly scheduled meeting. Members must be given at least 3 days notice of any special meetings. ARTICLE VI: STAFF Section 1: The Executive Board shall be comprised of the General Manager, Assistant Manager, Secretary, Treasurer, Promotions Manager, Programming Director, Music Director, and Systems Administrator. Section 2: The Staff shall meet every other week to discuss the planning of radio station events and the progress of the station in general. At the staff's first meeting of each semester, they shall develop organizational goals. ARTICLE VII: COMMITTEES Section 1: The Staff may create Special Committees on an as needed basis. ARTICLE VIII: FINANCES Section 1: Funds of the organization shall be raised primarily through fundraising. This includes the sale of a student-compiled and -recorded musicians' album and any other fundraisers planned by the Staff. Section 2: Upon dissolution of KGSM, any financial assets will be credited to the Gustavus Student Senate. ARTICLE IX: BY-LAWS Section 1: By-laws may be established by station members and reviewed each September. Any member in good standing can propose the by-laws. They will be prepared for voting by the Staff members and submitted to members in writing prior to the meeting where voting is to take place. Section 2: All members in good standing are eligible to vote, but must be present at the meeting to do so. A majority vote is needed to allow the by-law to pass. ARTICLE X: AMENDMENTS Section 1: All members of KGSM that are in good standing may propose Amendments. The proposed amendments will be reviewed by the Staff members and submitted to members in writing at least 2 weeks before voting is to take place. Section 2: All members in good standing are eligible to vote, but must be present at the meeting to do so. A two-thirds (2/3) majority is needed to allow the amendment to pass. Section 3: If amendments are passed they take effect at the end of the meeting during which they are passed. Date of Ratification: 9-21-2012 (Remember to put the date of subsequent changes made by amendment to the constitution and the initials or name of the person responsible for updates at the end of the document.)
