Section A: Name-  SMART Gustavus/GAC

Section B: Mission- The mission of this club shall be:

1. Increase a sense of well being at Gustavus by teaching effective coping skills

2. Reduce stigma towards mental illnesses and suicide

3. Encourage early screening for mental illnesses and advocate professional 

treatment among students if needed

4. Teach and show students the signs and symptoms of mental illness

5. Display many resources for students to use for help by increasing

connections between the student population and mental health professionals 

on and off campus

6. Prevent student/faculty suicide at Gustavus


Section A: Eligibility-  SMART is open to all Gustavus students, regardless of major. SMART invites those who have a passion for mental health and wish to make Gustavus a safer place by protecting fellow students by promoting mental health awareness and reducing stigma. Those who are not students of Gustavus cannot become members of SMART.

Section B:Voting Membership Criteria- Upon joining SMART, all members are "voters" and have the power to vote on issues which arise within club meetings. Along with this privilege comes the expectation and responsibility of attending a majority of the meetings. The executive officials have the authority to revoke a member's voting membership, but must agree that the member has unreasonably neglected his/ her responsibility. Upon losing voting membership, the member can regain their membership after going to at least two thirds of all SMART meetings for the year. 
Members who are studying abroad automatically become non- voting members, but resume their voting membership when they return to Gustavus.

Section C:Responsibilities- Besides voting, there are certain responsibilities that every SMART member is expected to perform: 

1. Attend all general and special meetings

2. Participate in club events and activities 
3. Contribute to ideas and help plan activities and volunteer to carry them out. 

Section D: Removal of Members-No member of SMART  lose his/her membership unless under serious circumstances. These circumstances shall be determined by the present SMART members. The issue is brought before all members. The accused will have an opportunity for defense at a special meeting, with a special election being held. The executive officials shall decide if and when a removed member can be allowed back into SMART.


Section A: Officers – The officers shall be a President, Vice-President, Secretary, Treasurer, and Advisor.

Section B: Eligibility - Any member of SMART may run for any executive office, regardless of length of membership in the club. Those members running for offices should have taken an active part in SMART over the last year, display leadership abilities and have ideas to keep SMART active on campus for the next year. 

Section C: Election – The officers shall be elected by ballot at the last meeting of the spring semester by a majority of the vote cast for that office.

Section D: Term – The officers shall serve for one year and their term of office shall begin at the commencement of the fall semester.

Section E: Vacancy – If a vacancy occurs in the office of President, the Vice-President shall assume the office for the remainder of the term and vacancies in any other office shall be filled by a special election.


Section A: President – it shall be the duty of the President to:

Preside at meetings 

Vote only in case of a tie 

Represent the club 

Appoint committee chairpersons subject to the approval of the Executive Committee 

Serve as an ex-officio member of all committees except the nominating committee 

Perform such other duties as ordinarily pertain to this office 

Section B: Vice-President – It shall be the duty of the Vice-President to:

Assist the President in all roles

Preside in the absence of the President 

Serve as chairperson of the Program Committee 

Section C: Secretary – It shall be the duty of the Secretary to: 

Record the minutes of all meetings 

Keep a file of the club’s records 

Maintain a current roster of membership 

Issue notices of meetings and conduct the general correspondence of the club 

Section D: Treasurer – It shall be the duty of the Treasurer to:

Receive all funds and process Request for Payment, Deposit Slip, and Officer Signature Forms. 

Keep an itemized account of all receipts and expenditures and make reports as directed


Section A:Meetings – Regular meetings shall be held bi-weekly during the regular school year.

Section B:Special Meeting – Special meetings may be called by the President with the approval of the Executive Committee.Unless dealing with a removal, a special meeting shall be conducted like a regular meeting. 

Section C:Voting at Meetings - When an issue is brought to be voted upon, it is to have two recommendations. Over half of the voting members are needed for a vote to be valid. Voting by the club can be conducted verbally or by ballot.


Section A: Responsibility – Management of this club shall be vested in an Executive Committee responsible to the entire membership to uphold these bylaws.

Section B: Membership – This committee shall consist of the officers as listed in Article III and the faculty advisor.


Section A: Selection – there shall be a faculty/staff advisor who shall be selected each year by the membership.

Section B: Duties – The responsibilities of the faculty advisor shall be to:

Maintain an awareness of the activities and programs sponsored by the student club. 

Meet on a regular basis with the leader of the student club to discuss upcoming meetings, long range plans, goals, and problems of the club. 

Attend regular meetings, executive board meetings as often as schedule allows. 

Assist in the orientation of new officers. 

Explain and clarify campus policy and procedures that apply to the club. 

Maintain contact with the Student Life Office. 

Provide direction in the area of parliamentary procedure, meeting facilitation, group-building, goal setting, and program planning. 

Assist the club treasurer in monitoring expenditures, fundraising activities, and corporate sponsorship to maintain an accurate and up-to-date account ledger. 

Inform club members of those factors that constitute unacceptable behavior on the part of the club members, and the possible consequence of said behaviors. 


Section A: Special Committees – The President shall have the authority to appoint any special committees, with the approval of the Executive Committee, from time to time as need demands.

Section A: Selection – these bylaws may be amended by a two-thirds (2/3) majority vote of the chapter membership.

Section B: Notice – All members shall receive advance notice of the proposed amendment at least five days before the meeting. [The time may be extended to the following meeting.]

Section C:Proposing Amendments-This constitution may be changed any time during the academic school year. The proposed change must be brought to the attention of the executive officers and the advisor. The members of the entire club will be voting upon the new amendment. 

Section D:Amending/Ratification - All SMART members are responsible to vote on all amendments to the constitution. Voting may be done verbally or through a ballot. Two thirds of the club roster must vote in favor to the make the amendment valid. Amendments may be incorporated into any part of the constitution. It must be made sure that a past copy of the constitution is on file before revisions. Any amended constitution created by SMART must be dated and filed. 


SMART Gustavus admits students without regard to their race, religion, color, sex, age, sexual orientation, or national or ethnic origin to all the rights, privileges, programs, and other activities, generally accorded or made available to members of the organization.
