Quota Policy Changes - Again

Remember that when someone has been disabled more than two times they need to make an appointment with one of the full-time staff to be re-enabled. If they have an immediate need, and are unable to wait to make an appointment, go ahead and re-enable them, but put a case in the database. We will then send them an email letting them know that they will have to meet with one of us the next time they are disabled.
