Statement Of Purpose/ Mission
GAC TV produces weekly news shows for the Gustavus community. Each fifteen minute episode is anchored and filmed by students. We hope to see you in Wallenberg Auditorium on Friday and Saturday evenings, where our episodes are unveiled before the on-campus movie. We have the objective and aspiration of meeting several needs of the Gustavus community: promoting and acting as a conduit for intellectual debate, entertainment, ‘hands on’ work in the fields of media and journalism, and promoting various groups, organizations, departments and events across campus. GAC TV is not just a student organization, a hobby, or a pastime, but an idea that hopes to spawn several others in its time. GAC TV remains open to the campus community in the fields of content, membership and participation. It is a forum anyone can utilize for the expression of creative thought and purpose with due respect for the campus culture.
Constitution
GAC TV: Constitution ARTICLE I: NAME The name of this organization shall be GAC TV. ARTICLE II: PURPOSE Section 1: GAC TV is set up with the objective and aspiration of meeting several needs of the Gustavus community be it in promoting and acting as a conduit for intellectual debate, entertainment, ‘hands on’ work in the fields of media and journalism and to promote various groups, organizations, departments and events across campus. Section 2: GAC TV remains open to the campus community, in the fields of content, membership and participation. It is a forum one and all can utilize for the expression of creative thought and purpose, with due respect for the campus culture. Section 3: GAC TV is not only an extra-curricular activity, but also a service to the college community in general and the student body in particular. Section 4: GAC TV hopes to establish collaborations and partnerships with various and varied branches on campus to strengthen and endure our common goals, yet at the same time preserve our unique and complex identity. Section 5: GAC TV aims to start its operations with a twenty minute weekly news broadcast of events off and on campus and aspire to diversify into various other programming. The field is endless and our aspiration infinite. ARTICLE III: CONTENT Section 1: The News Director along with the Executive Council reserves the right to make any and all decisions with regards to final and primary content of the show. Assigned stories will take precedence over any freelance material. GAC TV will strive for balanced coverage of campus life, but realized the limitation imposed by student life, deadlines and the availability of reporters, tech material and other resources. Suggestions concerning GAC TV’s content, format, story ideas or general improvements are welcomed and may be mailed to gactvinfo@gac.edu Section 2: Explicit Content and Alcohol: Profanity will only be part of a regular broadcast if it is deemed necessary to the essence of the story. Interpretation of this necessity is left in the hands of the News Director and the Executive Council.While GAC TV in no way condones the use of alcohol, the News Director and the Executive council reserve the right to decide whether it is necessary in a certain story or not. Section 3: Errors: Any and all errors may be brought up to the News Director and (if deemed necessary) will be acknowledged in the next show. ARTICLE IV: MEMBERSHIP Section 1: Membership in this organization is open to all students who enjoy broadcasting and putting together a news program. Formal auditions and interviews are held annually at the beginning of the semester, but those interested are always willing to contact the News Director year-round. Section 2: The following categories of membership exist in the Gus Fan Club: Reporters (those who interview and shoot film for stories) Editors (those who edit the stories) Anchors (those who serve as the main face of GAC TV weekly) Section 3: Members are required to help produce GAC TV at least twice a semester to retain membership. They help produce in the capacities of reporting, editing, story meetings, or helping with anchor shots. ARTICLE V: EXECUTIVE BOARD Section 1: News Director: As the chair for the Executive Board, this individual will be the primary leader of GAC TV. Content supervision and control will be a primary duty of the News Director position. The News Director will work with the Story Coordinator and Office Manager to effectively develop production elements. This position will primarily focus on long-term strategic planning and problem solving. For example, publicity ideas and implementation will start with the News Director and trickle down. Also, this individual will be in charge of working with other on-campus organizations to fulfill media needs. Past examples include Dancing with the Profs and Empowering Women Week coordination. Meetings will be called at the News Director’s request. Policymaking and revisions will be a primary aspect of this individual’s job. Section 2: Story Coordinator: The Story Coordinator will develop a semester long schedule of stories and will find the reporters to fill the slots. Also, coordination of tech crew and editors will be part of this position. Story coordination for weekly broadcasts will be accomplished through e-mail, weekly Monday meetings, and monthly brainstorming sessions. The Story Coordinator will lead brainstorming sessions and develop plans and implementation of weekly stories. Long-term story development is a critical part of story implementation. Though some segments are going to be weekly, other stories should be more involved and take a couple weeks to develop. The Story Coordinator will serve as resource to reporters, editors, and techs. Section 3: Office Manager: The Office Manager will be in charge of office organization, equipment management, and financial tasks. This individual will coordinate office hour times with the other leaders in the organization. Management of important GAC TV documents, such as story spreadsheets, personnel lists, and camera warranties, fall under this individual’s responsibility. Additionally, room reservations for the organization will be processed through this individual. The Office Manager will do weekly checks of all the cameras to make sure that all equipment is present and in good working condition. If repairs are necessary, the Office Manager will implement the proper steps to take action. Financial and budget requests will be filed with Student Senate per this individual. Semester social functions will be planned under the Office Managers supervision. Section 4: Editor-in-Chief: It is the Editor-in-Chief's responsibility to supervise all technical aspects of editing each of the weekly GAC TV episodes as well as put them in a final, watchable format. The Editor-in-Chief should participate in the editing process as a regular editor. The Editor-in-Chief will also be responsible for coordinating and communicating with other GAC TV editors for when they are needed for an episode. All editing work should be supervised by the Editor-in-Chief and be given the okay before the final episode review. Section 5: The News Director is selected by application at the last meeting of the Executive Council in the Spring by a three-fourths vote for the next academic year and is confirmed by majority at the first full meeting of the group in the Fall. Section 6: The Reporter Representative will be chosen by their respective bodies by a majority vote. Section 7: The Advisor is chosen by three-fourths vote at the final Executive Council meeting for the coming academic year. Section 8: The News Director, Story Coordinator, Editor-in-Chief and Office Manager will work extensively together regarding weekly issues. The Reporter Representative combined with the other four positions make up the GAC TV Executive Board. All decisions including, but not limited to, content, long-term planning, and personnel changes go through these individuals Section 9: Removal of Office- Any member of the Executive Council can be removed by a three-fourths vote. Removal of any member of the Executive Council other than the News Director or Advisor needs a three-fourths vote in the council to pass. Removal of the News Director or the Advisor not only needs a three-fourths vote in the council, but also needs a majority vote from the entire group and approval from the Advisor or News Director. ARTICLE VI: VOTING PROCEDURE Section 1: All decisions by the Council are passed by a majority other than those mentioned above. The News Director and Advisor do not have voting rights in normal procedure. However, in the case of the tie, the News Director may cast tie-breaking vote. The Executive Board may defer to the entire group if necessary. Section 2: Veto: Any decision made by the Executive Board may be vetoed by the News Director, but may be overridden by a three-fourths vote of the Board. Section 3: Amendments: This document may be amended by the three-fourths vote of the Executive Board. ARTICLE VII: MEETINGS Section 1: The meetings of the Executive Board are on a weekly basis and are closed to the public except by the approval of the Board. Any person wishing to petition the Board may do so by mailing gactvinfo@gac.edu. Section 2: General GAC TV meetings will happen once a month to discuss the next months stories and episode. ARTICLE VIII: FINANCES Section 1: Funds are used solely to purchase GAC TV equipment. Funds are requested through the Student Senate process. They will be prepared for voting by the Executive Board members and submitted to members in writing prior to the meeting where voting is to take place. Section 2: All members in good standing are eligible to vote, but must be present at the meeting to do so. A majority vote is needed to allow the by-law to pass. ARTICLE X: REPORTER’S RIGHTS Choices for stories are in the hands of each respective reporter. However, duty to complete a set amount of stories agreed upon earlier with the News Director and or Executive Board is binding. No piece will be edited without the reporter’s prior knowledge. Any available resources with regards to technical material or personnel of GAC TV will be at their disposal. Equipment liability: Check into Media Services Policy. Third-parties may use GAC TV equipment/technical help under these guidelines. They must contact us.
