A disaster can create widespread damage in a very short time. The recovery, however, can take years. Likewise, in many cases of disaster, vulnerability was building for years before the disaster hit. In this Soup and Sandwich Seminar, we'll take look at these long "tails" of before and after disaster. What are the necessary "ingredients" to create a disaster? Do we ever learn anything from disasters or do we keep repeating the same mistakes?
